I am directed to renly to your letter of 16th June, 1951 on the subject of a composting »roject for Hong Kong and to inform you that you are required by this Government to proceed with drawing up detailed estimates and plans for a compost factory.
In this connection I enclose herewith a cony of the minutes of the meeting which took place in this Secretariat on 12th June.
The area to be planned is that known as the A. P. 0. Reclamation, situated at Tsun Wan in the New Territories. The method oo composting is to be the continuous flow method, and the estimates are to include the cost of installing a digestion plant and to take into consideration all other points made in the attached minutes.
In consideration of these services, the Government agrees to the suggestion that you be paid £125 ner month for one month from the date of your arrival in the United Kingdom on return from Hong Kong.
This Goverment will communicate with the Colonial Office in regard to any future arrangements which may be necessary for the completion of this scheme.
